Damaged Roads in Khulna Division: Repair work of 232 km will start this October

Repair work of 232 kilometres dilapidated roads and highways in ten districts of Khulna division will begin in October this year.

Additional Chief Engineer Taposh Kumar Pal of Khulna divisional office of Roads and Highways (RHD) said potholes, ditches and patches that have developed in the roads and highways are being filled in with bitumen mixed sand, brick dust and brick chips.

Repair of the roads and highways at an estimated cost of Tk 174 crore under Emergency Rehabilitation Project (ERP) and Periodic Maintenance Project (PMP) will start in October, he added.

Superintending Engineer AKM Zikrul Huq told this correspondent yesterday that tenders were invited in June this year for implementation of the two projects at an estimated cost of Tk 143.41 crore.

Besides, Tk 15.25 crore will be spent for construction of 12 culverts and four bailey bridges, he said, adding that tenders were also invited for carpeting different roads in Jhenaidah and Kushtia districts at an estimated cost of Tk 15.16 crore.

Contacted, additional chief engineer of RHD said work orders were given to the contractors, but they could not start works for implementation of the two projects due to recent floods caused by incessant rainfall.

He said most of the roads and highways are still waterlogged. So, it will not be wise to allow the contractors to begin repair works.

The additional chief engineer further said the contractors will be able to complete their works by June next year if they can begin it from October this year.

Khulna RHD has identified 574 out of a total of 1,405 kilometres of roads and highways in 10 districts of Khulna division as dilapidated as they have developed big potholes, patches and ditches.

Due to resource constraint, we want to repair 233 out of 574 kilometres dilapidated roads while the remaining roads will be repaired later on," the additional chief engineer said.

Pirates abduct 60 more fishermen for ransom

Pirates abducted 60 more fishermen with 15 trawlers from Bengal coasts in Bagerhat early yesterday, hours after they kidnapped 75 fishermen along with 10 trawlers for ransom in Barguna and Bagerhat on Tuesday and Wednesday.

With this, the armed gangsters mercilessly beat up and injured 20 fishermen and looted fish, fishing nets, cash and valuables worth Tk 70 lakh from 80 trawlers in the last three days.

Local fishermen said, a notorious gang swooped on 15 fishing trawlers, committed robbery and kidnapped 60 fishermen along with 15 trawlers from Bengal coasts in Sharankhola.

The kidnapped fishermen come from different upazilas of Bagerhat, Pirojpur, Barguna, Bhola and Patuakhali districts.

Incidents of attack and looting of fishing trawlers, abduction of fishermen for ransom and killing of them by pirates have been rising alarmingly in the Bay and coasts of Bagerhat, Barguna, Patuakhali, Bhola, Noakhali and Laxmipur in the last few months.

The incidents have become a cause of concern in the villages of coastal upazilas and Sundarbans areas.

In the wake of increasing piracy, fishermen these days decline to go for fishing in coasts and deep sea.

Patharghata Upazila Matsyajibi Samity leaders said pirates committed robbery in over 85 fishing trawlers and abducted 75 fishermen along with 10 trawlers in Fairway Boya, Bedarhali and Nishan Baria areas of Rayenda and Patharghata upazilas of Bagerhat and Barguna respectively on Tuesday night and early Wednesday.

They demanded strengthening of steps to ensure security of the fishermen while fishing in the coasts and deep sea.

A ghostly fishery office

Infrastructure as well as activities at the government-run district fishery at Bazar Mouja on the outskirts of Nilphamari town has remained in a deplorable condition for years.

With weeds and hedges profusely growing from cracks of the walls, fallen plaster exposing the iron structure of the concrete roof and worm-infested doors and windows, the office has turned too risky for the staff working there.

The fishery on 8.3 acres of land, comprising a hatchery, eight ponds, a power pump-run deep tube-well, necessary equipment and a furnished office started functioning shortly after the independence with an initial target to produce 300 kg of renu (spawn) and about 3 lakh pona (fish fry) annually, farm sources said.

It aimed at encouraging fish farming to create employment opportunity in the area that is prone to serious seasonal unemployment and accompanying near-famine situation.

In early years, the farm greatly contributed to fish farming at private level as spawn and fry became easily available to farmers, said Mollah Mistry, 50, and several others locals.

But the authorities later became reluctant about the farm, turning it nearly unproductive.

Now it produces only a small amount of fry but no spawn although a kg of spawn can produce nearly 2 lakh fry in favourable condition, said local fishery farm owners.

During a visit to the farm on August 14, this correspondent saw all signs of neglect there. The hatchery is in a pitiable condition. The deep tube-well is inoperative and the eight ponds, all silted up, see some water only during the rains. The office building, covered with weeds and hedges growing from cracks in the walls, gives a ghostly look.

The farm is supposed to be staffed with a farm manager belonging to the BCS cadre, a field assistant, a pump operator, a peon and a night guard, farm sources said. But the staffs posted here get repulsed to see the risky office building and deplorable condition of the farm.

"No official want to continue job here for long. The farm has remained without any regular manager after the last officer holding the post managed his transfer to another district two years ago," said Abu Yahiya, field assistant of the farm.

"The Sadar upazila fisheries officer has been given the charge of farm manager as additional duty. He does his work from the upazila office two km away. This year's target is to produce 1.2 lakh fish fry only," he added.

"There is no arrangement to keep important official documents safely. Chairs and tables are broken. Chunks of plaster often fall off the roof. We work here amid serious risk," he said.

Local youth Yasin Ali, who feed fry in the farm as a daily wage basis worker, said, "There is no boundary wall for the farm. Drug addicts gather here at night. Sometimes they steal fish fry to manage money for buying drugs. They also bring floating prostitutes here and threatens to kill the night guard if he protests. In the daytime, locals use it as a grazing field."

When contacted, Sadar Upazila Fisheries Officer Shah Imam Jafar Sadik, now in-charge of the fish farm, said, "We sent a Tk 1.53 crore project proposal to fisheries directorate for renovation of the farm one year ago. The government has recently initiated a project titled 'Structural development project' for development of the sector. We hope our proposal will be included in the project soon."

Step down, make way for mid-term polls: Mirza Fakhrul urges govt

BNP acting Secretary General Mirza Fakhrul Islam yesterday urged the government to step down and make way for holding mid-term elections in the country.

He said the government failed to run the country properly and every sector is on the verge of collapse under its rule.

He was addressing an extended meeting of the party organised by Awliapur Union BNP unit at Awliapur Union Parishad Complex in Thakurgaon's Sadar upazila yesterday morning.

To keep away from attending the next general elections, the opposition leaders and activists including its Chairperson Khaleda Zia are being harassed by implicating them in false cases, he said.

He also said Bangabandhu Sheikh Mujibur Rahman introduced an authoritative form of government in the country killing the notion of democracy and his daughter Sheikh Hasina is following the same path.

He urged all to take part in a greater movement after Eid for removal of the fascist government.

Former lawmaker Akhtaruzzaman Miah, District BNP General Secretary Toimur Rahman, local UP Chairman Jafrullah also addressed the meeting chaired by Awliapur Union BNP President Saidur Rahman.

Help save Dhali Al Mamun

Dhali Al Mamun's Treatment Aid Fund Committee yesterday called upon people from all walks of life for financial contributions for the treatment of painter and Chittagong University (CU) Prof Dhali Al Mamun, injured in a road crash recently.

The call came at the committee's emergency meeting at CU Fine Arts Institute, says a press release.

CU Vice-Chancellor Prof Md Anwarul Azim Arif presided over the meeting, attended by CU professors Abul Mansur, Mansurul Karim, Md Jasim Uddin, Dr Imran Hossain, Dr Sultan Ahmed and Dr Abdullah Al Mamun were present.

Traders clash over Tk 20 in city

At least five people were injured as two groups of traders clashed over a trifle near a shopping complex of the city's Bangabazar yesterday.

The injured were taken to Dhaka Medical College Hospital. Of them, the condition of Farhad Khan, a cloth trader of Bangabazar Mahanagar Complex, was stated critical.

The clash erupted between shop employees of the complex and people of some makeshift mobile phone recharge centres in the area over refilling of Tk 20 to a wrong number.

Shah Ali, an injured, said a shop employee, Amir Hossain, went to a nearby recharge centre and gave the trader Tk 20 to refill the amount.

But the trader sent the money to a wrong number. As Amir went to him to ask to refill the money again, an altercation began leading to the clash.

Indian Prime Minister's Visit: 'Ensure proper water sharing'

The government should press India during the Indian premier's two-day official visit beginning September 6 to adopt an integrated project to ensure proper sharing of water from the rivers connecting the two countries, urged speakers yesterday.

Resolution of the water sharing problem should be one of the most prime agendas during Indian Prime Minister Manmohan Singh's visit, they said.

They were addressing a roundtable titled "Common environmental concerns of Bangladesh and India and the ways to resolve" organised by Bangladesh Poribesh Andolon (BAPA) at Mukti Bhaban auditorium in the city.

"An integrated water management and development project on the Ganges, Brahmaputra and Meghna should be taken to solve the water crisis of the country," said lawmaker Hasanul Haque Inu.

Inu said there will be no construction on rivers flowing from India to Bangladesh without agreement and Prime Minister Sheikh Hasina will present our standpoint strongly.

Sushashoner Jonno Nagorik (Sujan) Secretary Badiul Alam Majumder said if people of the country become refugees due to climate change, neighbouring India would be affected too.

Any treaty between the two countries should be made in such a way so that both countries benefit, he recommended.

Prof Asif Nazrul said the treaties should be specific. "If India does not respect our friendship during the contracts, we should remain strict," he added.

BAPA General Secretary Dr Abdul Matin earlier appealed to the prime ministers of both countries to remove diversions like barrages and dams upstream for which Bangladesh is suffering from water crisis.

Underscoring the need for joint cooperation to save biodiversity of the Sundarbans and resolving maritime border conflicts, Matin urged the premiers to make good use of the upcoming summit.

Eminent columnist Syed Abul Moksud and Communist Party of Bangladesh (CPB) General Secretary Mujahidul Islam Selim also addressed the programme.

Prime Minister Sheikh Hasina yesterday attended an Iftar party hosted by Bangladesh Armed Forces at Senakunja in Dhaka Cantonment.

Deputy Leader of Parliament Syeda Sajeda Chowdhury, Finance Minister AMA Muhith, Food and Disaster Management Minister Dr Abdur Razzaque, Education Minister Nurul Islam Nahid, Shipping Minister Shajahan Khan, Information Minister Abul Kalam Azad, Jatiya Party Chairman HM Ershad, diplomats, and high civil and military officials including Bangladesh Bank governor Dr Atiur Rahman were present.

Army Chief Gen M Abdul Mubeen, Chief of Naval Staff Vice-Admiral ZU Ahmed and Chief of Air Staff Air Marshal SM Ziaur Rahman were also present.

Earlier, chiefs of three services received Prime Minister Sheikh Hasna on her arrival at Senakunja.

A special munajat was offered before taking Iftar seeking divine blessings for the progress of the nation and for salvation of the departed souls of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and his family members, and the martyrs of 1971 War of Liberation.

Shab-e-Qadr tonight: Jumatul Wida observed

Muslims across the country will observe the holy Shab-e-Qadr or Lailatul Qadr tonight.

According to the Holy Quran, the night is better than 1,000 nights as the angels and the spirit descend therein, by the permission of Almighty Allah with all decrees.

The first verses of the Holy Quran were revealed to the Great Prophet Hazrat Muhammad (PBUH) on this night.

The devout Muslims traditionally observe the occasion through nightlong special prayers, milad, Quran Khwani, religious discussions at mosques and in their houses on this night.

Thousands of Muslim devotees also visit graveyards to seek eternal blessings for the departed souls of their near and dear ones.

Newspapers publish special articles while state-run Bangladesh Betar, Bangladesh Television and also private television channels air special programmes highlighting the significance of Lailatul Qadr.

On the occasion, the Baitul Mukarram National Mosque has taken different programmes during the night.

Meanwhile, the Muslims across the country yesterday observed the holy Jumatul Wida, the last Juma (Friday prayers) in the holy month of Ramadan, with religious fervour, reports UNB.

A large number of devotees attended the Juma prayers at different mosques. Special munajats were also offered at all mosques in the country after Juma prayers, seeking divine blessings for peace and progress of Bangladesh and unity of the Muslim Ummah.

Khateebs and Ulemas (religious scholars) delivered sermons highlighting the significance of Jumatul Wida.

The largest Jumatul Wida congregation was held at Baitul Mukarram National Mosque in the capital. Thousands of devotees took part in the congregation and sought blessings of Allah for peace of the departed souls of their near and dear ones and also for the peace and prosperity of the Muslims.

Special arrangements were made to accommodate the devotees at mosques in different parts of the city.

Khaleda puts blame on govt

BNP Chairperson Khaleda Zia yesterday said the government has to take full responsibility for the "unnatural death" of Supreme Court lawyer MU Ahmed in police custody.

"The government is responsible for MU Ahmed's death. It was not a natural death as he was under custody. Law enforcers tortured him after his arrest. That is why the government cannot avoid the responsibility," Khaleda, now in Saudi Arabia to perform Umrah, said in a statement.

Shairul Kabir Khan, an official of the chairperson's press wing, told The Daily Star that the chairperson expressed deep shock over the lawyer's death.

"Ahmed's death is nothing but a planned murder. It is part of the government's conspiracy to wipe out the opposition and a clear violation of human rights," Shairul quoted Khaleda as saying.

Meanwhile, BNP acting secretary general Mirza Fakhrul Islam Alamgir said they will stage countrywide demonstrations today to protest the "killing of Ahmed."

A protest rally will also be held in front of the party's central office after the Namaz-e-Janaza of MU Ahmed in the afternoon.

MU Ahmed, known as a pro-BNP lawyer, was arrested over a pandemonium at a High Court bench on August 2. He passed away yesterday in the capital's Square Hospital.

Troubled Tripoli: Bangladeshis waiting for quick evacuation

Many Bangladeshis living in Tripoli are waiting to be evacuated from the troubled Libyan capital as the International Organisation for Migration starts evacuating foreigners by ship.

The first IOM-chartered ship evacuated 263 migrants Thursday night, but there were no Bangladeshis on it. The second ship, scheduled to arrive at Tripoli Port anytime today, will evacuate around 1,000 by late Sunday or early Monday.

A group of Bangladeshis along with other nationalities are expected to be evacuated by the second ship from Tripoli, where civilians are apparently confined to houses amid heavy fighting between rebels and Gaddafi loyalists.

"We do not exactly know the number of the Bangladeshis there. We shall evacuate those who arrive at the harbour," Jean Philippe Chauzy, spokesperson of the IOM in Geneva, told The Daily Star over phone yesterday evening.

The Daily Star failed to contact the Bangladesh embassy in Tripoli due to disruption in the telephone network. Expatriates' Welfare and Overseas Employment Ministry Secretary Zafar Ahmed Khan said he too failed to get in touch with the mission there.

A Bangladeshi student Muhammad Shahabuddin told BBC Bangla Service if the situation does not improve, there could be food crisis in Tripoli as most shops are closed and they were not able to go outside for security reasons.

"Movement is extremely slow as well as dangerous. Crossing checkpoints manned by different groups with different demands is very challenging," says IOM Regional Director for the Middle East and North Africa Pasquale Lupoli. "And then there are snipers."

The Organisation remains deeply concerned that migrants who want and need evacuation assistance may not be able to get it because they cannot get to the port, says a press statement posted on the IOM website.

The migrants, en route to Benghazi, will be temporarily accommodated at a transit centre before being taken by IOM to the Egyptian border and eventually assisted to return to their home countries.

Congress, BJP face off over graft bill: Parliament to discuss it tomorrow; Hazare's hunger strike enters day 11

The tense standoff between Indian government and fasting anti-corruption activist Anna Hazare yesterday showed no sign of a resolution as parliament failed to discuss his proposal for a new anti-graft law called Jan Lokpal Bill.

The Lok Sabha, which was to discuss Jan Lokpal Bill and other civil society drafts on an anti-corruption ombudsman, yesterday saw a political war between the ruling Congress and the main opposition BJP on procedural issues. The matter is expected to come up again today.

Opposition members gave notices for a discussion in parliament on the Lokpal issue under a rule that entails voting while Congress members wanted it under a rule that does not provide for voting.

BJP foiled the ruling side's attempt to have it discussed without voting that made the government to change its strategy to go for a debate in a different form.

Hazare-led civil society activists, who were expecting a parliamentary discussion and vote yesterday, reacted sharply, saying the 74-year-old Gandhian would end his fast only if three of his demands are conceded or at least Jan Lokpal Bill be tabled in parliament.

The three demands outlined by Hazare in a letter to Prime Minister Manmohan Singh are setting up Lokayukta (anti-corruption watchdog) in states, bringing the entire bureaucracy under Lokpal (the anti-corruption ombudsman) ambit and displaying a citizen charter in all government offices.

As the ruling party and the opposition were locked in a confrontation leading to a brief adjournment of Lok Sabha, Speaker Meira Kumar held discussions with leaders of both sides.

BJP maintained that either the prime minister or Leader of the House Pranab Mukherjee should make a statement on which a discussion could take place or pass a resolution as demanded by Hazare.

It was decided at the meeting that Mukherjee will make a statement which will be followed by a discussion under a rule that does not entail voting. However, government sources did not rule out voting on a substantive motion if the situation demands.

Hazare wrote a letter to Prime Minister Manmohan Singh in which he said "My inner conscience tells me that if there is a consensus on these proposals (three issues), then I will break my fast."

One of Hazare's main demands is that the government-drafted Lokpal Bill currently before parliament be withdrawn and replaced by the more stringent version drafted by himself and other civil society leaders.

But Mukherjee yesterday ruled out withdrawal of the government bill, contending such a move would undermine parliament's supremacy in drafting and adopting legislation.

Mukherjee, however, did express concern over the health of Hazare whose fast entered 11th day yesterday.

Japanese PM quits: Parliament to elect new PM Tuesday

Japanese Prime Minister Naoto Kan yesterday stepped down as president of the ruling party, paving the way for the selection of the disaster-hit nation's sixth new premier in five years.

Kan's resignation comes after nearly 15 turbulent months in power during which his response to the March 11 earthquake, tsunami and resulting nuclear plant accident drew fierce criticism and sent his approval ratings plummeting.

"I propose to you that I resign as the leader of the Democratic Party of Japan today," Kan told party lawmakers yesterday.

"Once a new leader is elected, I will resign promptly as prime minister and my cabinet will resign."

A leadership election for a new party president, who would then become prime minister, is expected on Monday. Parliament will then vote the leader in as premier on Tuesday.

On his time leading Japan during its worst post-war crisis, Kan said: "I believe I did my best and did what I had to do in severe conditions."

After surviving a no-confidence vote in June, Kan said he would quit on condition that three key bills were passed -- a second budget, a budget financing bill and legislation promoting the use of renewable energy.

The budget for reconstruction in quake-hit areas was approved in July, while the final two bills were passed Friday, clearing the way for him to depart.

At least five candidates are jockeying to succeed Kan, including former foreign minister Seiji Maehara, Finance Minister Yoshihiko Noda and fiscal policy minister Banri Kaieda.

Maehara, 49, who stepped down as foreign minister in March over a donations row, could become the nation's youngest post-war prime minister. He is against raising taxes to ease Japan's fiscal woes.

Noda -- who recently courted controversy with statements supporting war criminals -- has softened his earlier stance on hiking taxes.

But standing between candidates such as Maehara and the premiership is party kingmaker Ichiro Ozawa, who controls the DPJ's biggest political faction.

Ozawa, a divisive figure who faces a criminal trial over a different donations scandal, leads up to 130 lawmakers out of the 398 who can vote on Kan's replacement.

He made waves yesterday by saying he would support economy minister Banri Kaeida as opposed to the perceived people's favourite Maehara, throwing the race to replace Kan into uncertainty.

During his tenure, 64-year-old Kan struggled amid low support ratings, a power struggle within the DPJ and a divided parliament.

He was accused of mishandling the response to the March quake and tsunami that left more than 20,000 dead or missing and sparked the Fukushima nuclear power plant accident that forced tens of thousands to evacuate.

Fed would get little bang from balance sheet tweak

Facing pressure to keep money printing in check, US central bankers are mulling a modest approach to stimulus that would give the struggling economy only a tiny boost — if it helps at all.

After two rounds of bond purchases that have pumped $2.3 trillion into the banking system, the Federal Reserve could buy long-term treasury debt while selling short-term securities it already holds.

The idea, outlined by Federal Reserve chairman Ben Bernanke in July, would be to lower long-term interest rates without increasing the money supply. That in theory could spur home purchases by lowering benchmark rates for mortgages. It could also make it cheaper for companies to borrow so they can buy more equipment.

Such a plan could also weaken the dollar and increase stock prices, which might boost exports and make people feel more positive about the economy.

But many analysts doubt growth would improve much unless the Fed injects a lot more money into the economy.

'I don't think the impact on the real economy is going to be meaningful' without more aggressive Fed action, said Troy Davig, a former Fed economist now at Barclays Capital in New York.

The Fed has already slashed overnight interest rates to near zero. Earlier this month, it said it thought it would keep rates low for at least the next two years.

Of course, it could still summon more dollars and inject them into the system, but higher inflation and political pressure create an imposing hurdle for such bold action.

That leaves relatively underwhelming options.

Davig crunched numbers for the Fed's last stimulus plan to pump $600 billion into the economy by purchasing government debt — a programme dubbed 'QE2' — and estimated it would add about a half percentage point to growth this year.

Bernanke was likely to outline his options when he took the podium at a conference in Jackson Hole, Wyoming, on Friday.

Yet he cannot work magic.

Even the most aggressive campaign to lower rates without printing money could add just one- or two-tenths of a percentage point to next year's growth rate, Davig said.

Thomas Lam, an economist with OSK-DMG in Singapore, arrived at a similar conclusion, albeit considering a less-aggressive Fed strategy. Under that scenario, the Fed would reinvest money from maturing short-term bonds it holds in long-term assets.

Lam sees such a programme adding between one- and three-tenths of a percentage point to growth over a year, and perhaps more if markets respond well to the measure. For example, by bringing down long-term treasury rates, yield-hungry investors could pile into riskier assets like corporate bonds, making it cheaper for companies to borrow.

The Fed would likely launch some kind of bond-trading plan despite concerns it might not yield big results, analysts say. Every bit of growth helps.

Yet some are doubtful the Fed can do much at all by pushing interest rates lower.

Despite all the money given to banks, lending standards have tightened since the financial crisis.

Commercial real estate developer Andy Farbman could not get a loan recently to buy an office building in downtown Chicago worth just under $10 million.

'It wasn't the cost of the capital. The capital didn't exist,' said Farbman, president and chief executive of Southfield, Michigan-based NAI Farbman.

Because the loan wasn't there, Farbman paid cash, which meant less investment capital for other ventures.

Oil was mixed in muted Asian trade Friday as investors awaited a key speech by US Federal Reserve chief Ben Bernanke, analysts said.

Dollar eases before Bernanke speech

The dollar eased against the yen and euro in Asia on Friday as the market awaited a speech by the US Federal Reserve chief later in the day.

The greenback fetched 77.21 yen in Tokyo afternoon trade, down from 77.45 yen in New York late Thursday.

The euro firmed to $1.4424 from $1.4378 while staying almost flat 111.37 yen.

The dollar's fall came as investors continued to adjust bets ahead of Bernanke's speech to central bankers at Jackson Hole, Wyoming.

Any suggestion the Fed is mulling stimulus steps, even if not quantitative easing, could weigh on the dollar, dealers said.

Currency rates hardly moved after Japanese prime minister Naoto Kan made a long-expected announcement that he would resign as president of the Democratic Party of Japan, effectively ending his tenure as Japanese leader.

A new leader, the nation's sixth prime minister in five years, is expected to be elected next week.

The greenback was under pressure earlier this week on expectation that Bernanke would hint at fresh stimulus steps to bolster the sluggish US economy.

But market players grew sceptical that he would endorse a further round of monetary easing, in which a central bank buys assets from banks with electronically-generated cash to pump liquidity into the economy.

World stocks fall before Bernanke speech, US growth data

Global stock markets were mostly lower and the dollar fell Friday as traders banked recent profits before a keenly-awaited speech on the economy by US Federal Reserve chairman Ben Bernanke.

Traders were also awaiting a gross domestic product reading from the United States and tracking the unrest in Libya, after an expected announcement that Japan's prime minister had resigned.

In midday European deals, Frankfurt's DAX 30 shed 1.82 per cent, London's FTSE 100 lost 0.46 per cent and the Paris CAC 40 dropped 0.71 per cent after Asian markets closed mostly down and Wall Street slumped overnight.

Frankfurt suffered heavy losses a day after sliding on rumours, later denied, that Germany could lose its triple-A credit rating while London showed little reaction to confirmation Friday that Britain's economy slowed sharply in the second quarter.

'It is shaping up to be a very interesting and potentially volatile afternoon, with US GDP data ... followed by Bernanke's speech at Jackson Hole,' said Joshua Raymond, chief market strategist at London-based trading group City Index.

'Both factors are likely to play a significant role in how European equities close out the week,' he added.

In foreign exchange deals, the euro rose to $1.4440 from $1.4379 in New York late Thursday. The dollar also fell to 76.99 yen from 77.45 yen Thursday.

Bernanke was to address a gathering of central bankers in Jackson Hole, Wyoming beginning at 1400 GMT.

With its easy-money stimulus policy having run its course, many are worried the Fed does not have enough left in the way of monetary tools to give the faltering US economy another boost.

'There's a widespread belief that, with further intervention seemingly required to keep the US economy moving along, some solid indications will be included' in Bernanke's address, said Cameron Peacock, an analyst at trading group IG Markets.

'Perhaps most critical is the fact that the market appears to have priced in such news already so any failure to deliver risks initiating another bout of (stocks) selling in the short term,' Peacock said.

US stocks closed lower on Thursday, with the Dow Jones Industrial Average dropping 1.51 per cent.

However global markets have risen over the week after recent slumps caused by fears of a fresh recession and due to fallout from the European debt crisis.

Tokyo closed up 0.29 per cent on Friday after Japanese prime minister Naoto Kan made a long-expected announcement that he would resign as president of the Democratic Party of Japan, ending his tenure as Japanese leader.

Elsewhere in Asia, Hong Kong fell 0.86 per cent and Sydney dipped 0.30 per cent.

US economy grew just 1pc in second quarter

The US economy grew at an annual rate of 1.0 per cent in the second quarter from the first quarter, the commerce department said Friday, lowering its initial estimate of 1.3 per cent.

Gross domestic product had expanded only a feeble 0.4 per cent in the first quarter.

Growth was hit by cutbacks in state and local government spending and private inventory investment, as well as an increase in imports.

The second-quarter reading was a tick worse than analysts expected.

It came less than two hours before a highly anticipated speech by Federal Reserve chairman Ben Bernanke that has markets on tenterhooks hoping the central bank chief will offer support to boost sluggish growth.

233 Eid congregations in Ctg

About 232 Eid-ul-Fitr congregations are scheduled to be held at the traditional and temporary venues in the Chittagong city under the supervision of Chittagong Central Eid Jamaat Committee and the Chittagong City Corporation.

Local administration, CCC and CCEJC sources said preparations were almost complete.

CCEJC has finalised to hold a total of 94 Eid congregations at different venues at a meeting held recently in the conference room of the Chittagong Deputy Commissioner.

Deputy commissioner Faiz Ahmed, also the president of CCEJC, chaired the meeting while divisional commissioner Sirajul Huq Khan attended the function as the chief guest.

According to the decisions, all the 94 Eid congregations under the CCEJC would be held at 9:00am.

The main Eid congregation would be held at MA Aziz Stadium at 9:00am and Baitus Sharaf Madrassah principal Abu Noman would conduct the prayers, the officials confirmed.

The other main Eid jamaats under the CCEJC would be held at Andarkillah Shahi Jame Mosque, Laldighi Maidan, Parade Ground, Pologround Maidan, Shah Amanat Dargah Maidan, Port Colony Jame Mosque, Metropolitan Police Lines Maidan, Agrabad Jamboree Field and Bayezid Bostami Dargah Maidan at the same time.

Meanwhile, the CCC would organise a total of 139 Eid congregations at traditional and temporary venues including its 41 wards under the supervision of respective ward councillors.

The decision was taken in a coordination meeting recently held at the CCC auditorium.

The two grand Eid jamaats under the auspices of the CCC would be held at Jamiatul Falah Jatiya Mosque where the first jamaat would be conducted by khatib of the mosque Mohammad Jalaluddin Al Quadery at 8:00am and the second one would be led by Abu Jafar Sadeque at 9:00am.

Rain impedes Eid shopping in Barisal

Monsoon rain for last two days in the Barisal city seriously pushes down trading in clothing and footwear.

It has been raining with intervals at most places over the Barisal city and adjacent areas and the local Meteorology Office fears that the rainfall may continue for days.

Working Class people are facing serious backlash as rough weather forces makeshift street shops and open markets to remain almost shut down.

The traders have said that usually heavy Eid shopping starts after 25th Ramadan, but this year rainy weather is holding back the shoppers.

The larger number of street markets that have been set up on Fazlul Huq Avenue, Port Road, Bazaar Road and Hemayetuddin Road and in front of Chawk Bazar and launch terminal are now in great trouble as temporary water stagnation hit the areas.

Hawkers have to keep their shops shut down or cover with plastic papers.

The situation becomes even worse when drizzle continues for days and the vendors cannot arrange their shops and commodities.

A street hawker Kasem Mia in front of the Court Hawker Market said that he had purchased a good number of shirts to sell in retail, but he failed to sell any item due to continuous rainfall.

Mujahidul Islam, a child dress vendor at launch terminal area, said that he usually did a brisk business in last 15 days of Ramadan, but this year his marketing faced a sharp fall.

Punjabi trader Hasib at Chawkbazar area also echoed Mujahidul Islam.

Abdul Halim, while shopping at a makeshift shop on Bazar Road said that this year the sellers pushed for higher prices than last year.

He also said that he could not complete his shopping due to rain and would have to go shopping on another day.

The traders, however, said that the Eid shopping would rise sharply during last hours.

Abdur Rashid, a salesman at Venus Market, said, 'We hope that Eid shopping will reach its peak if the weather becomes normal with in a day.'

Rajshahi people rush for transport tickets

People in the Rajshahi city with Eid-ul-Fitr in the offing are desperately grappling for bus and train tickets.

On Friday morning at the Rajshahi bus terminal hundreds of people were found waiting in long queues in front of the ticket counters of different bus companies.

Many said they had to pay extra for the tickets.

Akbar Ali, a bank officer, who bought tickets for going to Naogaon, said he paid Tk 100 per ticket while the regular charge was Tk 80.

Saifun Nahar Ratna, a Rajshahi University student, said the regular bus fare for Rajshahi-Panchagarh route was Tk 300 per seat but the ticket sellers charged Tk 50 more from the Eid passengers.

The bus owners denied the allegations though. 

Manjur Rahman Pitar, general secretary of the Rajshahi Bus Owners Association, told New Age that they had heard some irregularities were going on at the terminal regarding the ticket selling but the companies were not involved in it.

He rather blamed outsiders for the troubles.

'Some fake passengers buy tickets and sell them to the real passengers at high prices,' he said.

At the Rajshahi railway station Friday dawned with a terrible chaos. More and more people wanting to buy tickets joined the crowd that stationed themselves at the platforms from about midnight.

The railway department previously announced that they would sell tickets on Thursday and Friday for the Rajshahi-Dhaka route for September 3.

But the authorities, having opened the booking counter about 9:30am, declared all the tickets on that route for September 3 were sold out on Thursday.

They then started selling tickets for that route scheduled on September 4 but declared all sold within about three hours.

Angry protests rose from the crowd when the booking officials announced that no tickets were available for the AC compartments after selling tickets for only four such seats.

The officials then explained that of the 240 AC chair and 60 AC berth tickets available for the three trains, namely Silk City Express, Padma Express and Dhumketu Express, 25 per cent were sold through a mobile phone operator, another 25-35 per cent kept reserved for the VIPs and army personnel and yet another chunk went to the railway staff and top government officials.

Waliur Rahman Babu, who had been waiting there since 3:00am for a ticket of an AC seat, said he could only manage a non-AC one. 

'I'm lucky though to land it. Many couldn't even get that,' he said.

Sumaiya Islam, a resident of Sopura in the city, came to the station about 11:00am only to find the counter assigned for women and the disabled closed. She had to join the men's queue.

'With some other women I had asked them to open the woman counter but the stone-faced officials couldn't be bothered,' she said.

Sumaiya Islam also had to settle with a ticket for September 5 although she badly needed one for September 4.

Rajshahi railway station superintendent Ali Akbar denied any black marketing of the tickets.

The Bangladesh Railway engaged mobile operator Banglalink to sell 25 per cent of its tickets during this Eid-ul-Fitr.

A staff of the Banglalink customer care centre at Upashahar in the city told New Age that all the AC tickets allotted to them were sold out by 11:00am Friday.

'As our subscribers could buy them from anywhere in the country the tickets were fast sold out,' he said.

Robbers loot valuables in Munshiganj

A gang of robbers looted valuables from a teacher's house at village Abdullapur of Tongibari in Munshiganj on Thursday night.

The police said that the gang of robbers numbering 8 to 10 wearing mask entered forcibly at gunpoint at about 8:30pm at the house of Parimal Chandra Saha, headmaster of a non-government high school at the village.

The robbers had looted two bhories gold jewelries, three mobile sets and Tk 1 lakh in cash, Parimal Chandra Saha said.

Tongibari Police Station officer-in-charge said that a case had been filed in this connection.

Embroidery craftsmen busy ahead of Eid at Ishwardi

Most of the women and children of Ishwardi in Pabna are busy ahead of  Eid-ul-Fitr to decorate sharees with hand embroidery which is commonly known as Karchupi

shilpo.

According to locals, women from every houses of village Fateh Mohammadpur are somehow engaged in this job. They are now very busy as the Eid-ul-Fitr is knocking at the door. The demand of hand-embroidery cloths (Karchupi sharees) have increased on the occasion of Eid-ul-fitr. The Karchupi craftsmen are working day and night to present the best quality of decoration.  

The handicraft business, which is known Karchupi shilpo, gradually has grown up at the village Fateh Mohammadpur of Ishwardi upazila in the district. The hand embroidery artists have opened the new arena of cloths while few years ago the village was prominent for Benarashi, Katan and such other cloths.

The artists said that the hand embroidery art had developed rapidly at the upazila due to its popularity.

'Women in most of the houses in Fate Mohammadpur are engaged in Karchupi work as the demand of the hand embroidery sharee has increased marking Eid-ul-fitr,' said Badal Benarashi, owner of a Karchupi factory of the village.

'Some 400 to 500 families are involved in Karchupi shilpo at the village Fate Mohammadpur of Ishwwardi. At least 200 to 300 pieces Karchupi sharees are being made

everyday in this village,' he said.

'Before Ramadan we used to get 25 to 30 orders in a week. But now we are getting over 50 orders in a week,' Badal Benarashi said.

He also added that there were 10 to 12 largest Karchupi factories in this village. 'This is the largest Karchupi zone of the northern region in the country,' he added.

The Karchupi workers told that 5 to 10 days needed for decoration for each sharee. But they were trying to complete the design in sharees as early as possible as the Eid-ul-Fitr was knocking at the door, they said.

Three or four workers are working for each sharee to complete the

design rapidly, said Mohammad Rubel, a Karchupi worker.

According to the Karchupi workers, Tk 1,000 to 7,000 needed for decorating a sharee according to its type and design. Each sharee is sold at Tk 2 thousand to 14/15 thousand after completing the hand embroidery.

2 vehicles burnt as van kills RMG worker

Local people set two vehicles on fire, suspending vehicular movement on the Airport Road for about an hour after a female garment worker died in a road accident at Bandartila in the Chittagong city Thursday night.

The deceased was identified as Mousumi, 25, a worker at the Polo Garments at the Karnaphuli Export Processing Zone and resident of Bhai Bhai Colony near Navy School in the city.

The police and local sources said a covered van ran over the garment worker while she was crossing the road in front of TCB Gate of Bandartila at about 8:30pm, leaving her dead on the spot.

Kushum Dewan, deputy commissioner at the port zone of the Chittagong Metropolitan Police, said the angry mob set the covered van and a bus on fire after the incident, suspending vehicular movements on the road.

'Informed, fire fighters doused the fire after half an hour,' he said, adding that vehicular movement had resumed at about 9:30pm.

Three killed in Ctg boat capsize

Lawmen Thursday afternoon recovered the bodies of three fishermen who went missing as an engine boat capsized after colliding with a lighter vessel in the estuary of the River Karnaphuli in the morning.

The police said the fishing boat FV Igal-7 19 crewmen on board turned turtle at about 6:00am after colliding with a lighter vessel and 16 of the fishermen were rescued with the help of small boats.

Pradip Kumar Das, officer-in-charge of the Patenga police station, said three of the fishermen remained missing since the incident.

He also said three small boats had pulled FV Igal ashore in the afternoon.

'We have found three bodies in inside the cabin of the fishing boat,' he added.

One of the deceased was identified as Amzad Hossain, 38, of Ramgati of Laksmipur while two others could not be identified immediately.

BNP to sit with Bikalpadhara Monday

As part of its efforts to forge greater anti-government unity, the BNP will hold parley with Bikalpadhara Bangladesh on Monday.

The BNP acting secretary general, Mirza Fakhrul Islam Alamgir, will sit with his BDB counterpart at the Bikalpadhara office, a party source told the news agency.

Since last July the BNP had started establishing contacts with different political parties to forge broad-based unity to intensify the current movement particularly to restore the provision of the caretaker government in the constitution.

Already Liberal Democratic Party president Oli Ahmed and Bangladesh Krishak Sramik Janata League president Kader Siddiqui met separately with the BNP chairperson, Khaleda Zia, responding to her invitation.

The BNP acting secretary general has held initial meeting with Bangladesh Kalyan Party chairman Syed M Ibrahim.

According to party insiders, the BNP is attaching comparatively more priority to win active support of Bikalpadhara, led by professor AQM Badruddoza Chowdhury, and Gana Forum, led by Dr Kamal Hossain.

The party also is trying to woo active support of JSD (Rab).

Apparently the BNP has succeeded in its efforts, which was reflected through recent iftar parties hosted separately by the BNP, its allies and other like-minded political parties.

Khaleda and leaders of other political parties have attended those iftar parties, considered as step to establish rapport.

The modalities of unity with different political parties would be determined after Eid-ul-Fitr.

New SSC, HSC curricula from 2013

The education minister has said the government is going to recast the curricula for Grades VI-XII, a decision the authorities want to make effective from 2013.

Nurul Islam Nahid also promised that students would get their textbooks within the first days of a new year.

The minister said the curricula of 75 books at the secondary level and four at the higher secondary level would be revised.

'We're bringing the changes to give the new generation a modern and standard education,'

Nahid told a seminar at the BIAM auditorium on Thursday.

He made the comment at a seminar, organised by the National Curriculum and Textbook Board and Secondary Education Sector Development Project.

Mentioning that the current curricula for secondary and higher secondary level education had been revised 18 years ago and launched in 1996, Nahid said, 'drafting of the books, in line with the new curricula, will be complete by March 2012.'

Emphasising on vocational and stipend-based education, the minister said, 'Vocational and modern subjects will be included from Class VI in the new curricula.'

Education secretary Kamal Abdul Naser Chowdhury presided over the seminar, titled, 'Development of Curricula in line with National Education Policy 2010'.

Freedom Fighters at a pre-iftar discussion on Thursday urged the government to fulfil their demands including implementation of 30 per cent job-quota of their children, increase of allowance, providing treatment and old age support.

ULFA backs Anna, seeks his support for ‘sovereign’ Assam

The anti-talks faction of the India's United Liberation Front of Asom (ULFA) has extended support to Anna Hazare's anti-graft crusade. But it wants the 74-year-old Gandhain and his team to reciprocate for its objective – sovereignty of Assam, the Hindustan Times reported on Friday.  The anti-talks group of the outlawed outfit is headedby its military chief Paresh Barua who is the only top leader at large and opposed to the peace process unless 'colonial India' discusses the issue of sovereignty.

In an emailed statement issued by ULFA publicity director Arunodoy Dahotia on Friday, the outfit patted Team Anna for its 'remarkable fight against corruption' while being critical of 'hangers-on' in Assam who have 'made it a fashion' to take out anti-graft rallies 'in vehicles their parents purchased with ill-gotten wealth'.

'We appeal to Team Anna to also fight against the illegal occupation of Assam by the Indian government. If they are true Gandhians, they will empathize with the sufferings of the indigenous Assamese people under Indian occupation,' the statement said.

Security experts were quick to underline the irony of the statement. 'An outfit that has relied on bloodshed is now talking non-violence,' said a senior police officer.

The ULFA's conditional support for Hazare is the second from the Northeast. Earlier this week, Manipur rights activist Irom Sharmila Chanu had written to Hazare seeking his support for her fight against the Armed Forces Special Powers Act of 1958.

Sharmila has been fasting since 4 November 2000 for the repeal of this act that is believed to give soldiers the license to kill. Sharmila also wrote: 'I would have liked to participate in your Hazare's fast for the Jan Lokpal Bill, but I cannot since I am in judicial custody.'

SCBA calls for shifting Aug 21 grenade attack case to HC

Supreme Court Bar Council president Khandakar Mahbub Hossain has called for shifting the August 21 grenade attack case to the High Court as per penal code. 'We urge the government to shift the case to the High Court Division Bench according to penal code. If it is not done, people will never accept the trial,' he told a press conference at the BNP central office on Friday.

Mahbub said the court had earlier received statements from 61 witnesses of the August 21 grenade attack case, but the present government has reinvestigated the case.

'After reinvestigation, the supplementary charge sheet was submitted to the court implicating many BNP leaders, including its senior vice-chairman Tarique Rahman and Lutfozzaman Babar in it,' he said.

He said many Awami League leaders have been issuing statements on the August 21 grenade attack case, which would create barrier to getting the justice. 'We want justice. The people never accept the trial in the name of a staged managed drama,' he added.

Mahbub also adviser to the BNP chairperson, Khaleda Zia, urged the AL leaders not to issue the statements that would influence the judiciary.

He said the government would have to keep it in mind that the present government was not the last government; many governments came to power in the past and had gone away.

'Ayub and Ershad regimes were compelled to quit power in the past. Even powerful political leader Sheikh Mujibur Rahman had also gone,' he said.

Replying to a question, the SCBA president said according to rule, the complex and important cases could be shifted to the High Court so people could have trust on the trial.

Deadly suicide bomb rocks UN building in Nigerian capital

A suicide bomb blast rocked the UN compound in the Nigerian capital Abuja on Friday, killing at least 18 people, leaving others trapped and blowing out large areas of the building, officials said.

Witnesses reported that the bomb went off after a suspect forced his way through security and rammed the car into the building. Parts of the first two floors were blown out and rescue workers scrambled to rescue those left inside.

There was no immediate claim of responsibility, but an Islamist sect known as Boko Haram has been blamed for scores of bombings in recent months.

'So far, we have 18 dead and eight injured,' Mike Zuokumor, police commissioner for the Federal Capital Territory, which includes Abuja, told journalists.

'It was a Honda Accord car. The suicide bomber died immediately as the bomb cut him into three. I cannot say how many people are still in the building. The rescue operation is still on.'

UN chief Ban Ki-moon strongly condemned the attack and said 'considerable' casualties were expected. Ban said staff for 26 UN agencies and departments were in the building.

'This was an assault on those who devote their lives to helping others,' he said. 'We condemn this terrible act utterly.'

A Security Council meeting on peacekeeping around the world started with one minute's silence in respect for the victims.

Ban, who was at the building two months ago, said he was sending deputy UN secretary general Asha-Rose Migiro and UN security chief Gregory Starr to Nigeria immediately.

He added that he would soon be talking with Nigeria's president Goodluck Jonathan, who also condemned the attack and pledged that authorities would hunt the perpetrators.

A member of security personnel speaking on condition of anonymity spoke of 'many dead'.

'A guy drove a Honda car, forced his way through the gate and rammed into the building, and then the bomb exploded,' the security source said at the scene.

AFP correspondents saw wounded people being taken from the building, including those with bloodied heads. Some appeared lifeless but it was unclear whether they were dead.

One UN staff member said people had been trapped in the building that sustained heavy damage.

'I don't know what is going on. Many people are still trapped upstairs and we need a crane to bring people down,' the UN staffer who did not want to give her name said in the aftermath of the explosion.

Two cranes were later brought to the scene and rescue workers sought to free those trapped on the upper floors.

A spokeswoman for the UN Office for the Coordination of Humanitarian Affairs said that a colleague on site had sent an SMS message to say that the explosion 'appears to have come from the gate entrance to the building'.

The UN building is located in Abuja's diplomatic zone, not far from the US embassy.

Security is usually extremely tight, with non-UN vehicles typically not allowed to approach the gate leading to the compound, and the building is set back from the street.

A bomb blast that rocked a car park at national police headquarters in Abuja in June and killed at least two people was claimed by Boko Haram. The police first said it was the result of a suicide blast before later retracting their statement, saying they could not be sure.

Most of the attacks blamed on the sect have occurred in the country's northeast, but a number have been carried out elsewhere, including the previous explosion in Abuja as well as several in Suleija near the capital.

The sect launched an uprising in 2009, put down by a brutal military assault that left hundreds dead. It went dormant for about a year before re-emerging in 2010 with a series of assassinations of security personnel and politicians, as well as religious and community leaders.

There have been growing concerns that the sect has formed links with extremist groups outside of Nigeria, including al-Qaeda's north African branch.

30 injured as AL men attack BNP human chain

At least 30 people, including three journalists, were injured when a group of youths, allegedly activists of the Awami League, attacked and foiled a human chain formed at Sakhipur on Friday demanding immediate repairs of Sakhipur-Taktar Chala road.

Sakhipur police officer-in-charge Mozammel Haque Mamun said that Bangladesh Nationalist Party had formed the human chain at Taltala crossing at Sakhipur, where a police team was deployed to control law and order.

'Suddenly', the police officer said, 'some people attacked the demonstrators  and drove them away leaving 30 people injured,' he said.

Witnesses said that a few minutes after the human chain was formed, activists of Awami Juba League and Bangladesh Chhatra League, youth and students wings of the ruling Awami League, had attacked the demonstrators.

District BNP president Ahmed Azam Khan and three journalists, Channel-i district correspondent Muslemuddin, ATN Bangla and ATN News district correspondent Nasiruddin and daily Amar Desh correspondent Anwar Kabir, who were performing their professional duties, were injured in the attack.

The ruling party men also attacked the upazila BNP office, where the protesters had taken shelter, witnesses said.

The youths vandalised the office and injured BNP activists, they said.

District BNP secretary Shamsul Alam Tofa claimed that the AL activists did not allow the injured to go to Sakhipur upazila health complex for treatment.

The injured activists were admitted to different private hospitals in Tangail, he said.

Amar Desh correspondent Anwar Kabir, who was admitted to a clinic at Sakhipur, said the ruling party men had also snatched away the journalists' cameras.

Nazrul’s death anniv today

The 35th anniversary of the death of national poet Kazi Nazrul Islam will be observed today in accordance with the Bangla calendar.

The revolutionary poet and renowned Bengali lyricist died at the age of 77 on Bhadra 12, 1383, which correspond to August 27, 1976.

Nazrul, born on May 25, 1899 at Churulia in Bardwan of West Bengal, was invited to the post-partition Bangladesh as the national poet. His work, which also includes about 3,000 songs, transcends sectarian boundaries.

He is often referred to as the rebel poet because of his most famous poem Bidrohi or The Rebel, and his strong sympathy and support for revolutionary activities leading to India's independence from the British rule. His songs and poems were frequently used during the independence war of Bangladesh as well.

Nazrul was also writer, musician, journalist and philosopher. He was sent to jail for his literary works against the then British rule. He suffered from dementia and aphasia since 1942 till his death.

In recognition of his contribution to the Bangla literature and culture, Dhaka University awarded the poet the honorary Doctor of Literature at a special convocation in 1974. In January 1976, the Bangladesh government granted him citizenship of Bangladesh and awarded him Ekushey Padak.

Several government and non-government organisations and Nazrul enthusiasts will mark the occasion with cultural programmes across the country.

Cultural organisations, educational institutions and others will pay tribute to the poet by placing flowers at this grave by the Dhaka University mosque in the morning.

The Nazrul Institute will arrange a discussion programme at its office at 11:00am, which will be followed by a cultural programme, Rafiqul Islam, chairman of the institute trust, will preside over the programme.

Ruling Awami League leaders will place wreaths at the poet's grave beside the Dhaka University mosque.

The Bangla Academy held a discussion in its seminar room on August 25.
